Ok back when I started playing this game I bought a AXTON carrier for 2500 Zen, (My real money) after taking a break I come back to find that there is a fleet Version, I am like ok thats cool no big deal, but then I look at price to get Ok with the ter of shipyard and oblisk in mind, its worth 20,000 Fleet Credits and 1 ship module (500zen or 8-10mil ec) so I say ok thats cool but lets look at specs and come to find that the fleet one is way better, so lets look at this If I spend 25 dallors of my hard earned money for zen I can buy a crapppy carrier but if I only spend 5 dollars of zen I can get one way better, I feel ripped off I think the one were i have to buy for 25 dollars should be better not worse.
You pay only $5.00 (+dil & marks) for the fleet version, because you paid $25.00 for the Z-store version. Else, you'd be paying $20.00 (+dil & marks) for the fleet version.
And the Z-store version is unlocked for all your characters that can use it, where the fleet version is not.
Not to say the whole thing isn't a rip-off, just not in the way your OP seems to suggest.
