I've seen different answers...which is confusing in of itself, it should be pretty straightforward. Look at the damage for the weapon in the ability list for slotting - add the Core - what's the increase? Are you looking at +9.9%, +13.2%, etc, etc, etc? Or are you looking at a smaller amount that suggests it's pre-Weapon Power?
Any feedback would be greatly appreciated...trying to settle another discussion regarding the use of the 2pc AP (which is post-Weapon Power)...

Concurrent - it is "not a final multiplier", in the forum parlance. The weapon power damage and the AMP damage are the same type of damage boost.
That...made my brain hurt. Hrmm, perhaps if I were to better explain where I'm coming from in asking...?

So it's (for me) usually a case of looking at something either pre- or post- Weapon Power...meaning that it's along the lines of an APO/EPtW if it's post- or it's like a Tac Console if it's pre-...
Like the 2pc Obelisk has the +10% that's post-...it's like a +10% APO; while with the 2pc Jem's +7.6%, that's pre-...it's like a +7.6% Tac Console. 2pc KHG is like a +25% Tac Console. 2pc T'varo is like a +10% APO. Etc, etc, etc.
So...correct me if I'm wrong in reading what you're saying as the following then (using a very simple example):
K, yeah, I dun goofed. AMP is the same type of modifier that Starship Weapons Training is - so it factors in a different place than Weapon Power does. Weapon power is a multiplier outside of everything else, as you know.
