The rewards you can buy for exploration missions include plenty of blues as well. Pretty good stuff and not relegated to random chance.
From the turrets, I'm assuming you are talking about the Klingon Scout Force. In Open Beta, while we were capped at 16, I won 6 of my last 7, and 8 of my last 15, never finishing below 3rd in those 15, with my cruiser. No turret mining involved. With weapon drops majorly favoring escorts (cannons, cannons, more cannons). And me still improving as well. Which isn't to say escorts don't have an advantage, but it is not as big as people think it is in that level range. Most people just don't know how to play for max dps and, since that includes most escorts, you can win as a non-escort.

Yeah, the system needs work. Since it favors dps at the moment, it naturally favors a dps class and encourages everyone to play for DPS. A big part of my success with my cruiser, for example, stemmed from controlling how much aggro I got and not being the first in.
But no matter what, even if you tweak the rules, someone will have an advantage. Give points for damage taken and I'd have won 14 out of the last 15. That 15th being a science ship using Sensor Scramble, twas a game I had almost 3200 points in and still lost by 2k

But, anyway, escorts wouldn't have had a chance.
Hopefully, at some point, they'll go with a system closer to what Warhammer Online had, where the points you get are used to weight a random roll. Give the top 10 or so scorers a chance at the loot and it'll help smooth over any issues with whatever the scoring system is.
