I've found the transphasic cluster to be nearly useless when facing most voth ships. Voth tend to use FAW a lot and the cluster is targetable and ends up getting hit quite a bit.
Mine seems to only fire when it wants to.
And when it does fire, it hits about 3/4 of the time..on a good day. But when it hits...hoooo-dawgies.
BTW, I use the transphasic cluster torpedo for my aft launcher, and the regular transphasic torp up front. That spread is nice.
But thinking about switching the cluster out for a transphasic mine launcher...or maybe another polaron turret.
I do like the fact that it draws fire away from me for a bit.
High-yield torpedoes are very useful against the Voth...if you know how and when to use them.
The small Voth ships are just a minor annoyance. Even all the novice Federation captains (that shouldn't be commanding anything other than a shuttle) should have no problem with them. High-yield torpedoes aren't needed for them either.
The large hulking Voth Dreadnoughts make the Odyssey and Bortasq's size and maneuverability look like an escort in comparison. The Voth Dreadnoughts also rely heavily on beam weapons, technological gimmicks, and heavy shielding. They can be annoying but are still easy to overcome. The only time they can be a challenge is if they appear with a large number of escorts, which should be taken out first.
The Voth Dreadnought size and resulting poor maneuverability is their biggest weakness. The best way to face the Voth Dreadnoughts is to let the "less experienced" captains draw their attention (and grav wells, tykens, and invincibility shield) towards their aft section and then face them head-on. Since the Voth don't mount anything forward other than beams, there's no reason not to. My standard attack pattern is to fly out to around 9k in front of them, then relentlessly pummel them with endless waves of High-yield Omega, Romulan, and grav photons (while using 3 Purple torpedo doffs). They are so big that they plow right into almost all of my high-yield torpedoes as they approach my ship.

Transphasics can be nice to bypass shields, and benefit from the Breen 2-piece which is easy to obtain by Skipping a few Episodes (there is usually a "talk to x" mission at the beginning of each arc you have to complete, but these are just travel and talk); Rapid Reload Transphasics are free via Cold Comfort, which also qualifies for the Episode Replay reward of 15 Lobi going on until server maintenance on Dec 5.
You can also use the Gravimetric Photon as your primary and either the Omega or Hyper Plasma as a proc generator for your PWO doffs. Auto-fire will prioritize your torps based on the order auto-fire was activated in your weapons tray, so turn off auto-fire for your torps and then turn it back on in the order you want your torps to fire.
If you have doff space in your Active roster make sure to complete "A Fistful of Gorn" and "Facility 4028" for a decent pair of Projectile Weapons Officer doffs (Law/Very Rare and a Jem'Hadar/Rare respectively). This is a low-cost way of getting some decent doffs if you like running with torpedoes.
Energy Weapons aren't superior, they are just the current preferred meta playstyle. The Gravimetric Torpedo can be very powerful, it increases on power based on Graviton and Particle Generator speccs in addition to the standard tactical buffing method, making it a very good science vessel weapon. The Romulan Hyper Plasma Torpedo is capable of putting out at least 8,000 Damage/Second unbuffed. Nukara Web mine damage scales on Auxiliary power levels, bypasses shields, and disables the target for the duration. Plasma Torpedoes, Hargh'Pengs, Omega Torpedoes, Transphasic Torpedoes, and Cluster Torpedoes are capable of taking a target out though shields. The only bad torpedoes right now are Chroniton, Temporal Disruption, and Tricobalt (Cooldown problems and proc uselessness mainly). Quantum and Photon have their respective places on escorts and science vessels.
Ah, so that's why I see so many torps flying around in ESTFs and PvP... oh wait. Sure, some torpedoes are useful, but they hardly match energy weapons. If you're an escort, you've wasted skill points, doffs and maybe even tac console slots to make torps better. If you're a beam boat you're broadsiding and have no use for torps. But torps can shine on sci ships.
Point is, it takes far fewer resources to make energy weapons good. Torps gimp you with cooldowns and having to run 2-3 projectile wepons officers. While you're doing that, I'm running 3x VR damage control engeneers which ups my energy weapon dps and shield tanking. And I can still spike damage for 30k plus with a beam overload of a DBB.
It's just a matter of efficient use of available resources. Just hover your mouse over your various weapons, I'm sure virtually everyone's energy weapons are better in dps. I say use what you like, but if the op is asking what's best, energy weapons come out on top.
This isn't meant to be snarky, but you'd be much better off not using a torpedo at all. Energy weapons are plain superior, sadly.
Well sorry to say but the fact energy weapons make torpedos useless is completely illogical and a huge breach of Canon lore. I do not believe that the almighty energy weapons thing to be factual anyways. If that truely is the case, then the devs need to buff torp damage across the board, fact. Torpedos exist for a reason, otherwise, if energy weapons were truely better, and the Devs knew this, they would have fixed that a long time ago, yet they are still choking out new torpedo weapons like the Gravimetric Torpedo. So like I said, this whole notion of Energy weapons being superior, is just plain ludicrous, Cryptic would have either A) Buffed torp damage across the board B) Removed torps all together, which by your logic happend anyways by torps becoming apparently obsolete, and would there for be a breach of Canon.
The Romulan Plasma torp is an excellent "Siege" weapon. Very useful against the CE or in Borg STFs now that spheres aren't spamming EPtE II non-stop like they were for awhile.
Chronitons have a pretty solid movement debuff but are a smidge weak and have a slower reload time. Also, if you look at the tooltip for Torp Spread you notice that they are treated a little bit different than other torps. However, they are VERY cheap for a nice VR MK XII off the exchange and they are buffed by the Temporal Warfare 2pc. Stack that with the KHG or the Fed MACO Adapted, you get some parity.
That said, the Harg'Peng is always a no-brainer; such an amazing torp with 3 types of damage AND an almost zero time-to-target. It doesnt use anay attack modifications (spread, high yield) but works well with a B:FaW build if you want a token torp.
It's all about timing your torps, regardless of what type you use.
Final note. Avoid the thermonic ones that come with Tholian ships. Utter crap.
