It has been said that Klingons are overpowered in PVP, in my first Battles, I was inclined to agree,
when I started chatting up some Klingons however, I learned its not true.
What makes most Klingon Teams superior to Federation Teams?
Simple:

Voicechat / Teamwork.

I was told many of them have open Voice Servers, where they coordinate, that combined with the lack of
Federation Players working together, spells certain doom.

So I decided to investigate further, and I came up with the following, simple, but effective Plan:

Step 1:
As soon as you jump in, ask to be invited, or invite, all other Federation Players, so everyone knows where the others are, at, even when they died. because one big problem was: People flew around aimlessly and the group hat a hard time regrouping, usually running into the Klingon fleet before they were back to full strength.

Step 2:
Check if someone is willing to "Lead" the direction, if noone is taking heading, and everyone just circles each other, go and take heading, most fed players will follow!

Step 3:
Combine Fire with the other Ships, and use all your specials!, switch around your powersettings, when not in combat use Shields after a fight to get them up again, or Auxillary to detect klingon vessels more easily
then instantly switch back to weapons when they attack.

Step 4:
Death - Its mostly inevetible that Klingons make you a primary target every now and then and you will die, and your teammates die: Try regrouping with them quickly, if you died, try to get back to them and avoid klingons, maybe make up a ralley point together.

If Teammembers died, move the group towards him and pick him back up, every gun counts.

I PvPed for 3 hours with this Plan, and we won half the time, and lost half the time,
its a lot of organization and a little luck, and I doubt its all that much what weapons you or the enemy has (though of course they help )

Conclusion:

PvP in STO is a Team Effort, if you want to have fun and win, play together.

So Note:
Being Nice to to your enemy, if Klingon or Fed, after and during a battle, helps a lot too.

And a word to Cryptic: If you only would fix the Maps to start as 5v5 and not make us wait 5 minutes
for the other, or the own team to fill up, there wouldnt be the need for change all that much.
Having won half my battles, and having lost half of them, and usually pretty close, suggests that
contrary to popular belief, the factions are pretty balanced, with only a few skills annoying inbetween.


General Tips and useful skills:

Jam Sensors - Science
very effective to block surpise attacks on yourself, just switch to the attacker, block him, and go back to primary target.

Jam Targeting Sensors - Science
if klingons are in a pulk, shoot it at them, and with luck, all fed players become unattackable to all ships in the pulk for a while, very effective for stopping suprise attacks from one direction, and can also be used to save teammates that are being Primary Targeted.

Polarize Hull - Science
makes you survive just a little longer, you get immune to a great deal of distruptor fire on your hull,
good for survivng an encounter, or getting that last high yield in...

Rotate Shield Frequency - must use as engineering char!
Also very good for Tanking just a little longer when targeted.

Reverse shield Polarity - Engineering
another of those "give me just one more shot" or "please let me live through the last klingon" skill

Cloaking Klingons
When Klingons run to Cloak, as quickly as possible, send a high yield or at least one torpedo after them, most cloak before impact, and are taken out by a few torpedos since they dropped their own shields
Also helpful as the Torpedos show you where the cloaked ship is heading.

Uhm.. What else.. I dont know, maybe others have tips too

All you fed players should listen to this man and try to work out better tactics, rather than just cry its not as easy as PvE.

Jam target sensors is one of the things that kdf will be using against feds to break the ball. It causes all of the ships around you to appear neutral, and attackable.

your thinking of something else, Jam targetting sensors makes you invisible to the target I thought.

I think your thinking of scramble sensors, which makes enemies alpha strike their teammates

We're talking about the same thing. It has (or used to have) two names, depending on if it was on the vendor, skill list or power tray.

I going to guess that this will be fix in the future just seem wrong that the torp can still track you. Sure heading to you last position is alright and if you are still then the suck to be you. otherwise I think the torp should miss

However I am not a PVP player so this tactic does not bother me that much

are you aware of how brokenly overpowered it would be if that happened? There are ways around it like brace for impact.

There are some good suggestions listed.. however, there are trade off to some of the skills the OP had listed.. Tactic is very important, and what abilities you have will make or break a game.

I playing as a Science Officer - mostly likely will either play as a science ship or escort ship, the skills & abilities that the OP listed, will come at a price - meanings there are other skills you will not be able to use or cannot use or will not be able use all of them at once, due to your level and the availabilities of slots -

Example - Polarize Hull, jamming sensors or jamming targeting sensors - which are great abilities, but there are other great skills like trathcy beam, or tractor beam which drain the target shield really fast or hold the target and numerous others , if you have the points invested in the right area.

Trying experiment with some of these, whatever you do, there will be a trade-off, is the point I making and all dependent upon your playing styles and what type of roles you want to fulfill in pvp. In my case, I intend to provide more EMS and DPS support for Escort or Cruisers, than healing, to bring down shields and cause havoc on systems.

Also if you use beam weapons, dont full impulse to a klingon ship so you are under 5km from him, that is just asking to die, also in combat, try to stay at 5km+ range when figting cannon users and you are using beams.

infact as a fed you shoud be carefull about the use of full impulse in pvp, as low shield power makes you easy target
