Just a quick question,

When changing your bridge officer for something more attractive, Do you lose all the points you've already spent on that officer? So you can't train the new one up? or do you get refunded those points spent?

points spent on that boff are on that boff only.

Oh damn, a cap would be annoying if you decide to say, reach max level "admiral" then removing a bridge officer for any given reason, bored of them or w/e. Training up a new one would be impossible... that doesn't make much sense to me. Not sure if Cryptic would do it that way, because you end up screwing yourself over with a talentless bridge officer.

Rather then trade them, you can just go to the power trainer at SOL and trade out the skill you don't want. There was a post here about that but I think it got drowned by Q. Curse him!

The cap is on your skill points. At a certain point you (the admiral) stop getting training points.

There is no cap on BO points. You will always continue to earn BO points, and can forever be training them, starting them over, etc.
