You might be able to use the implants on other factions, (not sure) but the clothes are all fed bound.

I would like a more definitive answer to this as well. I could have sworn I've seen KDF and Romulan players with the implants at least, and I wouldn't mind getting some for my own Romulan, but I would like to know for certain before I buy the Zen for the set.

More likely you saw liberated borg kdf and Romulans, which is an LTS perk. Want a borgified Romulan? Buy an LTS and roll one.

No, I know the Liberated Borg characters have the full implants with, like, actually glowing eyepieces and diodes and such. The Romulan and KDF characters I've seen looked like they were wearing the smaller, silver eye implant that comes with the Seven of Nine set.

The Seven of Nine face implant is one of the Liberated Borg implant options, even for players without the costume set.

The 7 of 9 hand implant works on my Romulan Fed character. Would have to see if the star implant works on her as well. It seems like you have to be Federation aligned and female to use the implants.

Just checked on my Romulan character and the female Romulan science bridge officer, female Reman bridge officer that are given as a mission reward and a regular female Romulan bridge officer doesn't allow the implants, but the female C-Store Liberated Borg, female Lobi Liberated Borg, and my Romulan character allows the implants.

Whenever people mention 7 of 9 and her implants it takes me a moment to realize people are talking about her eye piece.
