It's not a bad layout overall. I understand you like the weapon variety, thus I will not comment on that much. However, I will offer you a few pieces of advice for the ship overall.
Personally, I'd move the Gravimetric Torpedo to the front of the ship. You have two torpedo abilities slotted, you can't use them as often if your only torpedo is on the aft section of your ship. If you have the time, I'd also pick up the Obelisk Warp Core and Omnidirectional Beam Array from the Sphere of Influence mission. The two items together provide a set bonus, +10% antiproton damage. You may also wish to consider changing out the Dual Cannon for another Dual Heavy cannon, their firing cycle allows more efficient use of weapon power.
Now on the topic of sets, I'd suggest running the full MACO set while dropping Plasmonic leech. Or at the very least I'd use the standard MACO shield, as it provides a power bonus very similar to the effects of the leech console (they do not stack however).
I'd also drop both Field Generator consoles. Field Generators are more or less about absorbing spike, after that you want to have abilities to heal back the shields. The Dreadnought carrier has a 1.1 shield modifier, which is more than enough to absorb heavy hits. To compliment this, I suggest slotting Hazard Emitters I and Transfer Shield Strength II in the Science slots. Other than that, in the ensign science slot I'd either use Polarize Hull I or Science Team I. Another idea for you would be to run Emergency Power to Shield I and Auxiliary to Structural Integrity Field I instead of Engineering Team I and Emergency Power to Shields II. Aux2SIF has a much shorter cooldown than Engineering Team and Aux2SIF also provides a damage resistance boost. If you need additional shield healing, Shield Distribution officers with +Shield healing with brace for impact is a great choice.
Next, I would suggest moving those universal consoles into the science console slots in order to toss on 2-4 +Antiproton damage consoles in the tactical section. Lastly, I'd slot 1-3 projectile weapon officers to help reduce your gravimetric torpedo's cooldown.

You like running builds with all of the same weapon, good for you. It just goes to show you like cookie cutter builds. However, don't go ripping on niche builds or unique setups. Such setups aren't terrible, they can be effective in the right hands.
In my opinion, there is nothing more dull than popping two copies of 4 abilities and pressing them over and over throughout the match while watching 8 beams/cannons blow things up. It's why I enjoy science vessels the most, there is a lot more variety. Star Trek Online is a game. It's designed to be enjoyable and interesting for the player, not a damage per second race. Do some players hate the game so much they focus all of their energies killing things as fast as possible? I'm starting to wonder if that is indeed the case.
@major, pvp vs pve. A bo with bleed doffs, high yield torps and rapid fire is the best burst but that's pvp. In pve it's all about high sustainable dps.
My builds aren't cookie cutter. Their optimized...sorry for being proficient. Actually, no I'm not...
but your build is just doubling up on boff abilities...nothing wrong with that, but on a ship that is capable of using a2b build to double up boff abilities, the smart thing is to go with a2b.
good boff layout? sure...optimized? just in your opinion.
there is a reason why those cookie cutter builds ARE cookie cutter builds...because they are optimized. If they weren't they wouldn't be all over the place.
slapping set items on your ship because they have set powers or whatever, in reality is gimping your ship...
for instance: the elite fleet warp engine with [amp] adds more to a build than any set with boni would give.
same with the shields
considering that many, many fleet give out invites to buy those items from their bases, NOT having access to high tier starbase isn't an argument either.
should have noted that i focus more on extra hull and shields instead of firepower and regens
that is why i have build my ship this way, i went for as much extra hull/shield hit points as posible.
dps is not amazing but it is without a doubt enough for taking on 1 bulwark 3 bastions and 6 palisades all at one time. to some people that might seem overly easy but to me it makes me feel like a badass
