I can tell you what the problem appears to be, it the way they handle zoning etc. It seems if you Zone you need to do a log in check requiring communication with at lest 3 servers, log in, account, and game servers every time, this results in the log in or rarely the account server getting overloaded, then everyone who zoning etc gets dumped out of the game. (Based on the error messages I seen they are all log in or account and pop up when zoning as well.)
The biggest bottleneck seems to be the "log on" server
