Is it useful to have a Bridge Officer with multiple levels of the same skill, or two Bridge Officers with the same skill? Like if you relly liked the High Yield Torpedo Skill would having the level 1 the level 2 version allow you to use it more often, or are you better off getting something differant?

you're better off getting something different *in space*. There's nothing wrong in ground since each BO is a separate entity, but in space, most if not all BO abilities get a general cooldown, so if Joe the Lieutenant uses HYT, Bob the Ensign won't be able to use it.

note...

each rank of the BO skill reduce the ability cooldown by some amount. in theory it is possible to mix the same ability of different rank and if timed right chain cast them, as the global cooldown is often shorter than the ability cooldown.

global on something like high yield is 20seconds, max skill rank cooldown is 30 seconds. its not really worth while having two of them.
If you had a skill that at max rank was 40 seconds cooldown or higher wit ha 20second global, it might be more worthwhile

That depends *entirely* on what skill you are talking about. The ability to lock down an opponent (Jam Sensors) 50% of the time instead of 25% of the time (a pair of rolling BOffs instead of only one) means a reduction of incoming damage by 1/3rd.

I tried this once. It helped at lower levels, but once I maxed the BOFF skill points on both officers it wasn't a huge difference. I imagine that your answer lies largely in the skill you choose. high yield torp for example seems to have a fairly low cooldown once you put the max 9 points in it, causing it to clash with the global. If you find a skill you like however that has A high cooldown on it even at 9 points, you could probably get some benefit out of this, but I'd imagine you might find other skills in the class that would do you better then doubling up.

Largely falls onto play style however.
