I know names don't have to be unique but can you yourself have two ships with the same name?
No. You can find this out once you get your T2 ship and attempt to name it the same as your T1. At least that's how it was in late Open Beta. You'd have to change the name of your first ship and then change the name of your second ship. You also received one free name change. Otherwise it costs you 1,000 MERITS ... not credits.

I strongly recommend you not marry yourself to one name throughout all tiers, 4000 merit is alot to waste.
I currently have the NCC-91815 and the NCC-91815-A. I would like NCC-91815 to have the same name as the NCC-91815-A but when I try to change it nothing happens. No error or anything it just doesnt change.

I think that permitting the same ship name as long as the registry number is unique is logical, and would like to see this as well, unfortunately it may not be so easy to apply in practice. Kinda like having two primary keys for a database.
what's the point of having the letter added to your registry if the name is different. It doesn't e even make sense. Maybe a bug? Ruins the whole RP factor.
I've upgraded to next tier and I wish to use the same name and number but 92895-B
-As that is how Starfleet's ships work (TOS's Enterprise was the 1701 while TNG's Enterprise was the 1701-D)
But for some stupid reason, it's either I use the ship name, (RETRACTED), for my next tier but with a different number. Or the same number, 92895(-B), but a different name.
What I did to get around it was to start using the system the USAF uses. I just named my ships things like the Minerva-B. If it's good enough for planes and jets it's good enough for my ships. :p I'm sure it ****es off all the Navy types, though.
