I hope there isn't a patch that size after the downtime... Those of us on Virgin Media (not the 50MB version) in the UK can't download more than 1.2GB on our "unlimited" connection between 4-9pm without hitting their fair use policy and having our speed dropped by 75% Sicne I share a connection with others, if the patch is that big I'll have to wait until 9pm and will not be a happy bunny.
Virgin's fault, not Cryptics. Stupid inadequate cable network.
i don't suppose your using a steam client with your STO keys attached do you?
i had a non-steam version of the game client, installed and updated playing fine, but when i had steam install it's version of the game client(inside the steam folder), it redirected the launcher of the non-steam launcher to the Steam directory, this caused the launcher to act as if the game hadn't been installed (1GB+ patch).
i did eventually sort it out though.

Well I have the steam version, but I'm loading it through the steamapps directory, not steam itself (so it doesn't nuke it). Could it somehow still be downloading this steam update even though I''m not using steam?
A 1.3gb patch isnt necessary a 1.3gb download. I think the size of the patch implies how much of the game data will be changed by the patch.
If you check the patch info it has two settings, the one at the top says how much data has been patched, and the one on the bottom shows how much you have downloaded for the patch.
I think usually the patch you download is 3 times smaller than the amount it actually patches. So 1.3gb might only be a 400mb download.

Im having the same problem and had moved my STO folder out of the steamapps directory to avoid all the constant patching Never buying anything from steam again
