During work on "Bait and Switch, Part II" I believe I have worked out how the ground mob ranks are defined in relation to their asset number. The lowest ranked mobs in the group are numerically lowest, followed by the next rank, and so forth. So, for example, an Ens and Lt 03 group:
  1. Ensign
  2. Ensign
  3. Ensign
  4. Ensign
  5. Lieutenant
  6. Lieutenant

They have a page on ship NPC mobs, but that doesn't apply to ground characters.

As a general rule, the highest-numbered NPCs in ground mobs are also the highest-ranked ones. Captains are the exception - they're the lowest-numbered NPCs in those mobs, though the number-to-rank correlation still applies to the other ranks. For example, a Captain mob with 2 Ensigns and a Lieutenant is arranged this way:
  1. Captain
  2. Ensign
  3. Ensign
  4. Lieutenant

Useful to know, I had been previewing to figure out which was which until now
