Does anyone know what tier this skill is?

Is it tier 3 (lt. commander) or tier 4 (commander) for your BOs?

You would think it's tier 3 because High Yield II is a tier 2 skill, but you never know with Cryptic... anybody been able to train their BOs with it, or find a green/blue BO with this skill already in hand?
