I think the problem here is that there's no playstyle difference in tactical ships for the most part, sans raiders and maybe the Risian corvette. Their only difference in categorization is in name and bonus stats.
Well I've found that tactical ships are harder to vary but you can certainly mix it up with different discrete playstyles assuming that you break out from the standard min-max builds (the mindset behind which is ALWAYS going to minimize variation in favor of the one or two patterns that work best for the game.) Quantum-torp builds I've found can take a Fleet Patrol Escort and make it an entirely different animal to your typical Fleet Defiant which, equipment aside, you're going to have to play a bit differently (at least with respect to PVE's) in order to play it effectively (ie. position yourself and attack targets in a way that minimizes the opportunity for enemy NPC's to snack on your sweet, flakey hull.)

Certainly new mechanics (that vary between tac ships) would help, but there is more going on here than names and tiny stat differences (even the choice of boff stations is going to send a Mobius in a different direction to a Tal Shiar adapted destroyer if you try to get the most out of each.)

Given the temporal destroyer can equip DHCs, can't subsystem target, and doesn't have hangars or cruiser commands, it should logically be an escort.

If it's not all "bind on pickup," I might buy some of this off of the exchange, but the whole "pay real money for a chance at something" concept puts me off. I will never buy a lock box key.

New mechanics can be good. And a unique mechanic for each type of ship would be very great. As long as they don't cause more imbalance, of course.

But we'd need a mechanic for Escorts, Destroyers, Corvettes, and Raptors. Since they're the ship types that do not have a unique mechanic of their own yet. I'd be okay with that, but a few months ago, we heard nothing but "tac ships are overpowered!" and "Star Trek Online? MORE LIKE ESCORTS ONLINE" and the like. We probably should try to prevent that from happening again.

Didn't Raptors get a damage boost to firing at specific facings several months back?

No Hirogen playable species really makes this a disappointment to me. Every faction (Fed and KDF) and half a faction (Romulan/Reman) in STO are focused around being the good person. When will some of the more evil species be released as playable and in a way that isn't just insulting the IP by taking an enemy and making them weak like the galactic hobo's STO calls Romulan's?

Nope, Raptors got nothing. The damage boost I assume you're talking about is the 'flanking damage bonus' and it's intended for Raiders (BoPs), but that has not been implemented on any ships besides the winter breen ship yet.
