i think there's a bit of confusion. Tactical Team I is a space skill, not an away team skill. haven't used it so i don't know what it does, but i think it's a damage/defense buff.

It buffs ground and space abilities.

Buffs your tactical team members' ground abilities and your tactical captain space abilities (like attack pattern alpha).

Oh; I thought he meant Tactical Team Leader. I've never seen Tactical Team, and sto-intel doesn't have anything on it. It sounds like you're describing Security Team.

The skill removes boarding party debuffs from you or an ally, it also gives a buff to beam and projectile weapons for a short time.

Tactical Team 1, 2, and 3 replenish crew, removes boarding parties, and buffs energy and projectile weapon captain skill(which boost all weapon damage) and was changed from security team to tactical team in open beta toward the end with the effects changed to what they are now.(it shares a global cooldown timer with science and engineering team and boarding party abilities)

Well that explains my confusion; in Open Beta I never had a Tactical guy, I did all my Tactical testing in Closed Beta and before.
